Two purchase models, not two prices for the same thing
This comparison is easy to get wrong by treating it as a price question. It is a model
question first.
A Western CPE customer buys a fixed quantity of credits with a one-year expiration. A
Surgent subscriber buys unlimited consumption for a flat price. The better deal depends on

40 credits happens to be the most common
annual requirement across states. At that volume, the
credit package costs more than unlimited access and still leaves a hard ceiling in place.
When the credit package wins outright
Below roughly 30 credits, Western is simply cheaper, and materially so at the low end. A CPA
needing 10 or 15 credits for a partial-year requirement, or topping up a shortfall late in a
reporting period, has little reason to pay for unlimited access.
What a subscription removes that a package cannot
- Forecasting risk. There is nothing to run out of, and nothing wasted if the year turns out lighter than planned.
- The ceiling itself. A heavy year in a multi-year cycle does not require a second purchase.
- Rationing behavior. A credit package makes every enrollment a small spending decision, which can discourage the exploratory course that turns out to matter.
What the packages include beyond raw credit count
